ADELAIDE METCALFE - Council has approved the reconstruction of the Winter Drain, following a detailed presentation by Andrew Neely, Drainage Superintendent, during the council meeting on May 6. The decision came after discussions that began in January 2023 with landowners affected by the drain’s deterioration.
Neely reported that the Winter Drain, originally constructed in 1948, was no longer functioning effectively. The issues were highlighted by the discovery of a large hole on the east side of Kerwood Road and multiple other holes along the drain through the properties of Lot 6, Concession 7. These findings were consistent with a history of similar problems over recent years.
The deteriorating condition of the drain prompted a recommendation for a complete reconstruction as the most viable long-term solution. Property owners from parts of Lot 7 & 8, Concession 8, and Lot 6, Concession 7, submitted a formal request for the reconstruction under Section 78 of the Drainage Act.
During the council meeting, Neely emphasized the necessity of the project and recommended that the council proceed with appointing a drainage engineer in accordance with the township’s procurement policy to oversee the reconstruction. No questions were raised by council members following the presentation, indicating a consensus on the urgency and the need for the proposed works.
The motion to accept the reconstruction request and to move forward with hiring a drainage engineer was moved by Councillor Brodie and seconded by Councillor Mackinnon. Council unanimously approved the recommendation.
This approval marks a critical step towards addressing the infrastructure challenges posed by the aging Winter Drain. The reconstruction aims not only to restore proper drainage but also to prevent future disruptions and potential damage to properties and local ecosystems.
