LUCAN BIDDULPH – At its latest meeting on March 3rd, council approved a $21.5-million wastewater infrastructure project while also addressing municipal policy updates, road safety planning and several community initiatives.
One of the most significant decisions of the evening involved the expansion of the Lucan Wastewater Treatment Plant. Council authorized staff to accept a tender from Beaudoin Canada in the amount of $21,559,000, including HST, for the project. The expansion is intended to support future servicing needs in the community and ensure the municipality’s wastewater infrastructure can accommodate continued growth.
Council also received a rural roads safety audit examining safety conditions across the township’s road network. The report was received for information and is expected to help guide future road safety improvements and planning throughout the municipality.
Several policy and by-law matters were discussed during the meeting. Council reviewed a draft update to the township’s Tidy Yard By-law and directed staff to bring forward a finalized version for adoption at a future council meeting. The proposed update would also introduce a set fines schedule that must be approved by the Chief Justice of the Ontario Court of Justice before the by-law can take effect.
Council also approved a revised policy governing the use of municipal corporate resources during election periods. The updated policy replaces a previous version adopted in 2018 and reflects legislative and administrative updates ahead of the 2026 municipal election. The policy clarifies how municipal staff, equipment and communication channels may be used during campaign periods.
A number of operational reports were presented as well. Council received year-end updates from the building division and the by-law enforcement department outlining activity during 2025, along with a report providing information on council remuneration.
Community facilities and recreation services were another focus of the meeting. Staff were authorized to begin a request for proposals process for concession services at the Lucan Biddulph Community Memorial Centre, with the goal of awarding a new concession agreement once the current contract expires in July 2026.
Council also approved a two-year extension of the township’s fitness centre management agreement, allowing the facility to continue operating under its current management structure.
Updates were also provided regarding the Lucan paramedic station. Middlesex-London Paramedic Service confirmed that it plans to proceed with aesthetic renovations at the facility. The service will manage and fund the improvements while working with township staff on the project
