MIDDLESEX COUNTY - County Council recently green-lighted a comprehensive plan for the rehabilitation of Strathmere Lodge’s roof during their May 28 council meeting. Brent Kerwin, the Lodge Administrator, presented a detailed report outlining the necessity and strategy for the roof retrofit, which aims to preserve existing roof insulation while ensuring the structure’s integrity for an additional 30 years.

The need for this project was first acknowledged in October of the previous year when council approved a resolution for an urgent repair of a section of the lodge’s roof costing $78,900, after infrared thermal scanning revealed wet insulation. Although this section has been repaired, the 2006 roof overall showed signs of deterioration. Kerwin emphasized the potential risks of further damage if proactive measures were not taken.

The 2024 budget deliberations saw the Budget Committee reviewing several options, ultimately deciding on a retrofit over a complete replacement to take advantage of the existing insulation still in good condition. This decision, as Kerwin pointed out, would result in substantial cost savings and comes with a 30-year leak-free warranty provided by Garland Canada, a leader in the roofing industry,
which would manage the project.

Garland Canada, engaged through the Kinetic GPO—a group purchasing organization supporting public sector procurement—helped the county with project planning and the competitive tender process. This process involved six pre-qualified roofing contractors, ensuring that the project adhered to the county’s stringent procurement policies.

The total cost of the retrofit is estimated at $1,622,241 before taxes. Funding for this project will be sourced from the 2023 budget surplus and lodge reserves, in line with the Budget Committee’s recommendations. This financial strategy supports the county’s commitment to maintaining critical infrastructure without imposing additional financial burdens on its constituents.

During the council meeting, Councillor Brian Ropp inquired about the specifics of the 30-year warranty, confirming that it would be managed by Garland Canada, which reassured the council members about the reliability and long-term benefits of the project.

The council’s approval came swiftly after Kerwin’s presentation, with the resolution to proceed with Lafleche Roofing Limited for the retrofit being passed unanimously. This decision marks a proactive step by the Middlesex County Council to ensure that Strathmere Lodge remains a safe and comfortable environment for its residents, securing the building’s infrastructure against potential future failures.
