ADELAIDE METCALFE – The township is set to continue its infrastructure development through a new funding agreement, ensuring financial support for the township for the next decade. The Canada Community-Building Fund (CCBF), previously known as the Federal Gas Tax, will provide the township with stable, predictable funding without the complexities of the typical application processes associated with other grants.
During the July 15 council meeting, Treasurer Johnny Pereira detailed the provisions of the new Municipal Funding Agreement for the CCBF, which is administered by the Association of Municipalities of Ontario (AMO). This agreement is critical as the previous one has expired, and all municipalities in Ontario are required to sign the new agreement to receive their allocations.
For Adelaide Metcalfe, the immediate benefit comes in the form of an expected $94,666 for the year 2024, with incremental increases projected for subsequent years. Over the past years, the township has received approximately $1.76 million from the fund, which has been a cornerstone of its strategy to manage the lifecycle of its important infrastructure.
Mayor Sue Clarke and Treasurer Pereira emphasized that the CCBF is integral to the township’s financial strategy, providing necessary funds for roads, bridges, and other vital infrastructure projects. The funding formula is indexed by a 2% annual increase at the federal level, which is then distributed among provinces and municipalities based on population metrics.
The discussion also highlighted the per capita basis as a significant factor in the distribution of funds, a point that resonates across Ontario’s 440 municipalities, each dealing with its unique financial challenges.
Council moved to enact a bylaw authorizing Mayor Clarke and the township clerk to execute the agreement with AMO. Additionally, authority was delegated to Treasurer Pereira to handle necessary forms and reports under the CCBF agreement. This administrative step ensures that Adelaide Metcalfe remains in good standing to receive and effectively manage the federal funds. The decision was met with unanimous approval from council.
