MIDDLESEX COUNTY - During the November 12 council meeting, it was announced that Middlesex County has received preliminary approval for up to $50,000 in funding through the Rural Transit Solutions Fund (RTSF). This funding will support the hiring of consultants to conduct a comprehensive review of the Middlesex County Connect transit system, focusing on optimizing current routes and planning for sustainable improvements.
Launched in 2020, Middlesex County Connect has become a vital transportation link for local communities, offering access to education, employment, healthcare, and social activities. The service saw a 169% increase in ridership in 2023, with post-secondary students commuting to Fanshawe College in London representing a significant portion of users.
Cindy Howard, Deputy CAO, and her team, presented the report, noting that the assessment will help identify opportunities for expansion and enhance the service’s overall efficiency. The findings are expected to inform future funding applications, including a potential submission to the Ontario Transit Investment Fund. The consultant’s report is anticipated to be brought before council in spring 2025.
Howard also shared updates on the provincial Community Transportation Grant Program, which is set to end in March 2025. However, the County may be able to extend the program using unspent funds from its current allocation, potentially allowing services to continue through the 2024/2025 school year. Ensuring continuity of service is considered crucial, particularly for students who rely on the transit system to complete their education.
Councillors provided input on the scope of the evaluation. Councillor Cathy Burghardt-Jesson requested clarification on how extending provincial funding might affect the County’s eligibility for other grants. Councillor Colin Grantham proposed including communities such as Delaware and Komoka in the analysis, while Councillor Allan Mayhew underscored the importance of considering Southwest Middlesex due to its strategic location as a regional hub.
Council unanimously approved the recommendation, including accepting the federal funding in principle and authorizing the necessary agreements for the project. This initiative positions Middlesex County to refine its transit offerings and address the evolving needs of its residents, ensuring the system remains accessible, effective, and sustainable for the years ahead.
