STRATHROY-CARADOC — Council has approved moving forward with the installation of new playground equipment at South Grove Meadows Park, following an extensive public consultation process and a detailed review during its January 19 meeting.
Councillors unanimously approved a motion authorizing Park N Water Ltd. to supply and install playground equipment at the Ward 2 park, located at Lindsay Crescent and Elwood Street, at a cost of $453,422.35 excluding HST. The project falls within the $500,000 capital budget previously approved for the park.
Manager of Community Services Operations Darren Dowding explained that the proposal before council represented the result of months of planning and public engagement. Dowding said that staff had worked closely with Park N Water and held multiple public open house meetings “to come up with a really good plan for this site.”
Questions from council focused on specific elements of the design and how community concerns were being addressed. Councillor Steve Pelkman asked whether the extensive pathway network shown in the site plan would be completed as part of the current project. Dowding confirmed that all pathways would be installed at the same time, noting that the design includes “a full ring wrap around as noted in the site plan drawing.”
Pelkman also raised concerns previously discussed during public meetings about a grove of trees on the site, particularly where pathways appear to pass through them. Dowding told council that a certified arborist will be brought in to conduct a full assessment of the grove before construction begins. “As long as they’re healthy trees, they’ll remain standing,” he said.
Additional comments highlighted broader environmental considerations. Councillor Greg Willsie encouraged staff to consider native and slow-growing tree species where possible, citing recent experiences with fast-growing trees that later required removal due to invasive roots or storm damage.
Mayor Colin Grantham, attending the meeting virtually, commended staff for the consultation process, describing it as one of the most extensive the municipality has undertaken for a park project. While acknowledging that it may have lengthened timelines, he said the approach resulted in strong community support.
Questions about funding were also addressed, with staff confirming that the full $500,000 budget for South Grove Meadows Park remains intact, while separate funds have been allocated for planning work related to a future park project in Campbellvale.
With no further comments, council voted unanimously in favour of the motion, clearing the way for the project to proceed, with construction anticipated later in 2026.
