MIDDLESEX COUNTY - On November 26, county council approved a new Artificial Intelligence (AI) Policy aimed at guiding the ethical and effective use of AI technologies across its operations. The policy sets a framework to maximize the potential of AI tools while ensuring compliance with privacy and data security regulations such as Ontario’s Municipal Freedom of Information and Protection of Privacy Act (MFIPPA).
Chris Bailey, Director of Information Technology Services, presented the report, highlighting the transformative potential of AI in public services. Tools like ChatGPT and Microsoft Copilot are already enhancing operational efficiency, data-driven decision-making, and service delivery in many sectors. However, Bailey emphasized the importance of addressing privacy, accountability, and transparency concerns as AI becomes more prevalent. “This policy allows the county to foster an environment that encourages the use of these tools while ensuring compliance with legislation,” he said.
The Middlesex County AI Policy draws on best practices from frameworks such as Canada’s Directive on Automated Decision-Making and the GovAI Coalition. It includes specific measures to safeguard resident data, ensure human oversight, and mitigate biases in AI systems. The policy mandates algorithmic impact assessments for any new AI tools adopted by Middlesex County. These assessments evaluate potential risks, ensuring that AI applications align with privacy laws and ethical standards.
Councillors expressed their support for the initiative. Councillor Brian Ropp asked about human oversight, to which Bailey clarified that the policy formalizes a process already in place. Any department seeking to adopt an AI tool must now undergo a formal review to ensure the technology is secure and compliant with municipal legislation.
Councillor Michelle Smibert, who recently attended a local government conference with Bailey, commended the county for taking proactive steps. “There are some really exciting things being done with AI, and some municipalities are really embracing it. I like how this policy sets the foundation for us to use and embrace AI,” she said.
Council unanimously approved the motion, marking a significant step in Middlesex County’s approach to technology governance. The policy ensures that AI is used as a tool to enhance public services while safeguarding privacy and equity.
