NORTH MIDDLESEX – During the January 8 council meeting, CAO Carolyn Tripp presented the Childcare Renovation Project Update to council on behalf of Brandon Drew, Director of Economic Development & Community.
The renovation project aims to address the growing need for childcare spaces in the community by transforming portions of the North Middlesex Community Centre.
Increasing childcare capacity has been a top priority. Initial plans for the project involved a design-build approach intended to expedite progress. However, the proposed costs for this approach exceeded the approved budget, prompting staff to explore alternative methods.
After thorough deliberation and collaboration with the project architect, a construction management (CM) approach emerged as the most viable option. This method emphasizes cost control, flexibility, and early contractor involvement, addressing many of the issues that made the design-build approach unfeasible.
K&L Construction was selected as the sole qualified and interested contractor following a competitive bidding process. This selection leverages the company’s prior success and established relationship with the municipality, including its involvement in the recent Fire Station project.
The CM approach offers several advantages. First, the open-book pricing model ensures detailed cost breakdowns, enabling better budget monitoring. The phased approach to construction allows work to begin on some areas while others are still being finalized, speeding up project delivery. Flexibility is built into the approach, accommodating design changes that are often necessary in fast-track projects like childcare facilities. Furthermore, local subcontractors are encouraged to bid on various aspects of the project, fostering community involvement and economic benefits. The CM approach also reduces risks, as K&L Construction will act as an advisor, helping the municipality navigate cost overruns, delays, and quality concerns.
The total estimated cost for the renovation project is $741,364.58. Of this, approximately $250,000 will be covered by the municipality, while the remainder is supported by grant funding secured through partnerships with the County and Pinetree Daycare. The cost for K&L Construction’s management portion is $80,000.
The project aligns with North Middlesex’s strategic priorities, emphasizing stewardship, innovation, and collaboration to create an active and inclusive community. By supporting robust residential growth and addressing critical childcare needs, the initiative reflects council’s commitment to sustainable development and enhancing the quality of life for residents.
With council’s approval, staff will formalize a standard CCDC 5 contract with K&L Construction, paving the way for construction to begin. As the project progresses, updates will be provided to keep the community informed.
