KERWOOD – Council has officially designated the 2025 Kerwood Annual Ball Tournament as a municipally significant event, a move that clears the way for the Optimist Club of Adelaide Metcalfe to obtain a Special Occasion Permit (SOP) required for the sale of alcohol during the event.
The decision was made during the April 7 council meeting following a brief presentation by Clerk and Manager of Legislative Services, Michael Barnier. The tournament is scheduled to take place June 6 to 8, 2025, at Kerwood Park and has become a recurring highlight on the township’s summer calendar.
“Pretty standard and exciting that we have another ball tournament coming,” Barnier told council. “As normal process, they have requested a special occasion permit. The report kind of outlines the process and why you need a Special Occasion Permit, but to support, we need to pass a resolution that designates the Annual Ball Tournament as a municipally significant event.”
The SOP application process is overseen by the Alcohol and Gaming Commission of Ontario (AGCO), which requires municipalities to endorse events as significant in order for organizers to sell or serve alcohol. By passing the resolution, the township affirms its support for the Optimist Club’s application and formally notifies the AGCO that it has no objections to the event.
Mayor Sue Clarke expressed her support for the initiative, noting the importance of the tournament to the local community. “I think this is a great event for the community. It really brings a lot of people in, and we are looking forward to it,” she said.
The motion was moved by Councillor Betty Ann MacKinnon and seconded by Councillor Arend Noordhof, receiving unanimous approval from council.
According to the staff report submitted ahead of the meeting, the township does not bear any direct financial responsibility for the event, although past council resolutions have approved grant support for facility rental fees. The Optimist Club remains responsible for meeting all conditions required under the SOP framework, including submitting proof of insurance and ensuring safety and security protocols are followed.
Council’s designation marks the latest show of support for a longstanding tradition in Adelaide Metcalfe, where the Kerwood Ball Tournament continues to serve as both a social gathering and a fundraising opportunity for local initiatives.
