SOUTHWEST MIDDLESEX – Council Approves Pool Upgrades and Continues Fire Department’s Participation in County Mutual Aid Program.
At the April 9 meeting of Southwest Middlesex council, two key decisions were made that will impact local recreation and emergency services. Council approved a contract to replace the aging pool pumps and filters at the Glencoe outdoor pool and also authorized continued participation in the Middlesex County Mutual Aid Plan for fire services.
The replacement of the pool’s filtration and pump systems was approved as part of the 2025 municipal budget, following significant wear and damage sustained during last summer’s flooding. Kevin Miller, Manager of Community Services, presented the results of the procurement process to council, confirming that two compliant bids were received. Of the two, Acapulco Pools Ltd. submitted the lowest bid at $239,400, a figure that came in just under the council-approved budget of $240,000.
The scope of the project includes not only replacement of the equipment but also training for municipal staff to operate and maintain the new systems. Miller confirmed that the contractor has committed to a June 6 completion date, ensuring the facility is fully operational in time for the summer season opening.
Mayor Allan Mayhew raised a question about improvements to the splash pad located at the facility. Miller confirmed that the upgrades will enhance performance there as well. “That’s correct. There are two new pumps, and it actually saves money with the filter system that they’re putting in. It’s a regenerative system,” he explained, adding that the new filters require less frequent backwashing, reducing both water usage and operating costs.
The mayor acknowledged previous issues with the pool infrastructure, stating, “We have had some disappointments and some high maintenance costs on that in the past. I know it looks like a lot of money, but I think in the long run, it will save us money, and our pool is getting older.”
The motion to award the contract was moved by Councillor Joel Haggith and seconded by Councillor Ed Myers. It was carried unanimously.
Later in the meeting, Fire Chief Gary Johnston presented a report recommending that the municipality continue its participation in the Middlesex County Mutual Aid Plan, a coordinated effort among local fire departments to provide backup assistance in large-scale emergencies.
The Mutual Aid Plan, governed under Ontario’s Fire Protection and Prevention Act, ensures that municipalities can rely on one another in times of need, including situations involving structure fires, hazardous materials, or extreme weather events. Participation allows the Southwest Middlesex Fire Department to both request and offer support under a shared service framework.
The recommendation was approved with a motion moved by Deputy Mayor Mike Sholdice and seconded by Councillor Ed Myers. The motion was carried unanimously, ensuring the municipality remains an active participant in the regional emergency response network.
