Written By Cathy Burghardt-Jesson, Mayor of Lucan-Biddulph

As we near the end of 2025, it’s a perfect time to reflect on the tremendous progress our community has made this year. Lucan Biddulph continues to grow and thrive, balancing small-town charm with the kind of forward-looking investment that ensures a strong, sustainable future. This year has been one of infrastructure renewal, community development, and meaningful planning for the next stage of our Township’s growth.
One of the most significant achievements this year was the completion of the Water Street reconstruction project. This investment not only improved the quality and reliability of local infrastructure but also enhanced road safety, stormwater management, and accessibility for residents. Infrastructure projects like this are essential building blocks that support growth, business development, and overall quality of life.
We also secured funding from the Municipal Housing and Infrastructure Program thru the Province of Ontario in the amount of $17,600,000.00 to support the expansion and modernization of its wastewater treatment plant. This investment will allow the Township to complete essential system upgrades while increasing treatment capacity to meet the community’s growing needs. In addition to expanding the capacity of the plant, the project will ensure that the wastewater treatment system continues to operate efficiently, safely, and in compliance with environmental regulations.
Lucan Biddulph takes great pride in its parks, trails, and recreation facilities — the places where residents connect, play, and stay active. This year saw upgrades across several of our parks and recreation spaces, including improvements to playground equipment, Lions Market Street Park Ball Diamonds and accessibility enhancements.
Our recreation programs expanded with even more activities designed to better serve growing demand and support year-round programming. These improvements reflect our continued focus on creating spaces that bring people together and promote active, healthy living for all ages.
Economic development has remained a key priority in 2025, with Lucan Biddulph continuing to invest in the success of our business community. The Community Improvement Plan (CIP) has proven to be a valuable tool for encouraging local investment, and this year, Council expanded the program to include all eligible grant streams across the Township.
This expansion opens the door for more property owners and entrepreneurs — in both urban and rural areas — to access funding that supports façade improvements, signage upgrades, accessibility features, and other property enhancements. It’s another way we’re ensuring that growth and renewal are balanced across the entire community.
We also continue to see exciting business developments and property reinvestments along our Main Street, which demonstrates how small-scale projects can create big impacts for our downtown. Every new storefront, renovation, and reinvestment strengthens our local economy and enhances the welcoming character of Lucan’s Main Street.
Another exciting milestone in 2025 was the start of construction on the TVDSB’s elementary new school in Lucan, which will serve as a cornerstone for the next generation of families choosing to call our community home. This major investment reflects the confidence in Lucan Biddulph’s future and the strength of our growing population.
The Township continues to plan responsibly for growth, ensuring new development is supported by the right infrastructure and community amenities. A welcomed milestone has been the adoption of Official Plan Amendment 10. This document, along with the wastewater expansion on the horizon and the completion of key road projects, we’re well-positioned to continue attracting investment and providing opportunities for both residents and businesses.
Lucan Biddulph’s progress in 2025 is a reflection of the people who live here — residents who are engaged, innovative, and proud of their community. From local volunteers to small business owners, community leaders, and Township staff, it’s the collective effort of many that keeps our municipality moving forward.
Looking ahead to 2026, we remain focused on building momentum: implementing the wastewater expansion, advancing infrastructure renewal, supporting business development, and maintaining our commitment to accessible, inclusive community spaces. Next year will also mark the 2026 municipal election, offering residents another opportunity to help shape the future of our township. I would encourage anyone who is interested in participating in this opportunity to take advantage of various education forums available for those interested in becoming a candidate, or have a conversation with current council members to understand the role and how you can contribute to our community.
Lucan Biddulph continues to be a community of growth, opportunity, and connection. As Mayor, I am proud of all that we have accomplished together this year — and even more excited for what lies ahead.
