STRATHROY - Council received an update on the Beech Street reconstruction project during its June 2 meeting, confirming that construction will likely be postponed until spring 2026 due to outstanding permit requirements.
Mark Ortiz, Director of Engineering and Public Works, presented the update in response to a motion passed at the May 5 meeting. “To date, the majority of the work has been completed on design,” Ortiz said.
He noted that the estimated cost of the project is $1.2 million for construction, plus approximately $130,000 for contract administration and site inspection.
The key delay stems from the need to obtain a Permit to Take Water (PTTW), a provincial requirement triggered by elevated groundwater levels in the project area. Ortiz explained that, “Unfortunately, it’s already June, so it’s unlikely we could get a PTTW in time to start and complete construction this year.”
Given the timing of permit approvals, council was advised that a spring 2026 start would be more realistic to avoid the complications and inefficiencies of winter construction.
During discussion, Councillor Donna Pammer asked whether any short-term measures could be taken in response to ongoing concerns from local residents.
Ortiz noted the limitations due to the absence of a storm sewer on Beech Street. “There are minor things that can be done in certain locations… If that was the last resort, it could be something we could look at in the short term,” he said. However, he emphasized that the long-term solution would be a new storm sewer as part of the full reconstruction.
Councillor Brian Derbyshire moved that the project be added to the upcoming budget discussions, with Councillor Frank Kennes seconding the motion. With no further questions, council voted unanimously in favour of the motion.
The reconstruction of Beech Street remains a priority within the municipality’s infrastructure strategy, and staff will continue to prepare the project for construction readiness in 2026.
